Manuscript Document Signed, "Jos. Reed / President", 1p, 12" x 7.25", Philadelphia, Pennsylvania, May 21, 1781. Intact paper-covered wax seal at top left. Vertical folds, with separation at bottom of central fold. Archival repairs at verso. Scattered stains, foxing, and isolated insect damage. Overall, in near very good condition.

Reed, as president of the Commonwealth of Pennsylvania, names Plunket Fleeson "one of the Justices of the Peace for the City and County of Pennsylvania. And full faith and credit is and ought to be given to him as such..."

Plunket Fleeson (1712-1791) was a civic leader, entrepreneur, and luxury craftsman, known as the most successful upholsterer in 18th-century Philadelphia. In June of 1777, Fleeson was appointed as judge of the Philadelphia City Court. Like many active patriots, Fleeson left the city when the British army approached, and did not return until the British evacuated in June of 1778. In December of 1783, Fleeson had the pleasure of addressing George Washington on behalf of the city government when Washington passed through Philadelphia on his way to Annapolis to resign his commission as commander-in-chief.

Joseph Reed (1741-1785) was an American lawyer, military officer, politician, and Founding Father of the United States. From 1778 to 1781, Reed served as the third President of Pennsylvania's Supreme Executive Council, a position similar to the current office of Governor. In addition to signing the Articles of Confederation, Reed was also a president of the Continental Congress and Washington's aide-de-camp during the Revolutionary War.

Applicable shipping and handling charges will be added to the invoice. All items will ship with signature required, and full insurance. Most items are sent via Federal Express, with P. O. Box addresses being sent through USPS. We insure through Berkley Asset Protection with rates of $.70 per $100 of value, among the lowest insurance rates in the industry. Our shipping department cameras document every package, both outgoing and incoming, for maximum security. In addition, we compare our shipping and handling rates against those of other auction houses, to ensure that our charges are among the lowest in the trade.

Upon winning your item(s), you will receive an invoice with our in-house shipping and handling fees included. ***We will ship to the address as it appears on your invoice. If any changes to the shipping address need to be made, you must inform us immediately.***

International shipments: In order to comply with our insurance provider, all international shipments will be sent via Fed Ex and customs paperwork will show a value of $1.00. International buyers should contact our office directly with any questions regarding this policy.

Third Party Shipping Option: If a third party shipper is preferred, the buyer is responsible for contacting them directly to make shipping arrangements. For your convenience, we have provided some recommended shippers. For your protection, we will require a signed release from you, confirming your authorization for us to release your lots to your specified third party. At that point, our responsibility and insurance coverage for your item(s) ceases. Items picked up by third party shippers are required to pay Connecticut sales tax. Items requiring third party shipping due to being oversized, fragile or bulky will be denoted in the item description.
