Manuscript letter signed, one page, 8" x 10", [Washington], March 26, 1803. Gallatin writes as Secretary of the Treasury on integral address leaf letterhead to Joseph Wilson, Esq., Collector of Customs in Marblehead, Massachusetts. Bears an additional franking signature on address panel and two well-struck maroon handstamps. With expected mailing folds and some splitting on two folds at right margin, else very good.

Gallatin, perturbed with bureaucratic delays within his correspondent's office, sternly states that: "...your account current for the quarter ending September 39th, 1802, not having been yet received at the Treasury, I am induced to engineer the reason why it has been so long delayed, and to request that in future, the instructions upon this point contained in the circular letter from this Office, of the 20th August 1801, be pursued."

Joseph Wilson (1756-1821) was a Revolutionary War veteran and sea captain. He was appointed Collector and Inspector for the District of Marblehead, Massachusetts in late August 1802, following the dismissal of his predecessor, Samuel R. Gerry, for incompetence. Wilson was recommended by one contemporary as "equal to the trust, his character good, his politicks republican." Wilson served as Collector and Inspector at Marblehead until at least 1810.

Albert Gallatin (1761-1849) was a Swiss-American politician who served as a United States Senator from 1793 to 1794, member of the House of Representatives from 1795 to 1801, Secretary of the Treasury from 1801 to 1814, Minister to France from 1816 to 1823, and Ambassador to the United Kingdom from 1826 to 1827. He was the longest-serving secretary of the Treasury, serving under presidents Thomas Jefferson and James Madison.

Applicable shipping and handling charges will be added to the invoice. All items will ship with signature required, and full insurance. Most items are sent via Federal Express, with P. O. Box addresses being sent through USPS. We insure through Berkley Asset Protection with rates of $.70 per $100 of value, among the lowest insurance rates in the industry. Our shipping department cameras document every package, both outgoing and incoming, for maximum security. In addition, we compare our shipping and handling rates against those of other auction houses, to ensure that our charges are among the lowest in the trade.

Upon winning your item(s), you will receive an invoice with our in-house shipping and handling fees included. ***We will ship to the address as it appears on your invoice. If any changes to the shipping address need to be made, you must inform us immediately.***

International shipments: In order to comply with our insurance provider, all international shipments will be sent via Fed Ex and customs paperwork will show a value of $1.00. International buyers should contact our office directly with any questions regarding this policy.

Third Party Shipping Option: If a third party shipper is preferred, the buyer is responsible for contacting them directly to make shipping arrangements. For your convenience, we have provided some recommended shippers. For your protection, we will require a signed release from you, confirming your authorization for us to release your lots to your specified third party. At that point, our responsibility and insurance coverage for your item(s) ceases. Items picked up by third party shippers are required to pay Connecticut sales tax. Items requiring third party shipping due to being oversized, fragile or bulky will be denoted in the item description.
